Implement IRQ capability chain infrastructure. All interrupt
indexes beyond VFIO_PCI_NUM_IRQS are handled as extended
interrupts. They are registered with a specific type/subtype
and supported flags.

Implement IRQ capability chain infrastructure. All interrupt
indexes beyond VFIO_PCI_NUM_IRQS are handled as extended
interrupts. They are registered with a specific type/subtype
and supported flags.
