Rename existing functions/defines/variables with a  _dec prefix and
without dec_ prefix to prepare for the addition of the jpeg encoder
feature.

Rename existing functions/defines/variables with a  _dec prefix and
without dec_ prefix to prepare for the addition of the jpeg encoder
feature.
