[PATCH 3/4] lpfc: Extend the RDF FPIN Registration descriptor for additional events

Currently the driver registers for Link Integrity events only.

This patch adds registration for the following FPIN types:
Delivery Notifications
Congestion Notification
Peer Congestion Notification
