This patchset attempts to support shrinking free space in the last AG.
This version mainly addresses previous review of v7. Hope I don't miss

changes since v7:
 - [3/5] rename `len' to `delta' (Darrick);
 - [3/5] add agi->length vs `delta' check (Darrick);
 - [4/5] drop an necessary blank line (Darrick).
 - Also xfs_errortag_random_default has been fixed in [5/5].
