For each LM there is at max 1 peer LM which can be driven by the same
CTL, so there no need to have a mask instead of just an ID of the peer
LM.

For each LM there is at max 1 peer LM which can be driven by the same
CTL, so there no need to have a mask instead of just an ID of the peer
LM.
