This header contains only cpu_soft_restart() which is never used directly
anymore. So, remove this header, and rename the helper to be
cpu_soft_restart().

This header contains only cpu_soft_restart() which is never used directly
anymore. So, remove this header, and rename the helper to be
cpu_soft_restart().
