    if ((addr - sym->st_value) < distance) {
            distance = addr - sym->st_value;
            near = sym;
    } else if ((addr - sym->st_value) == distance) {
            near = sym;
    }

is equivalent to:

    if ((addr - sym->st_value) <= distance) {
            distance = addr - sym->st_value;
            near = sym;
    }

(The else-if part can overwrite 'distance' with the same value).
