[PATCH resend] drm: panel-orientation-quirks: Add quirk for the Lenovo Yoga Tablet 2 830

The Lenovo Yoga Tablet 2 830F / 830L use a panel which has been mounted
90 degrees rotated. Add a quirk for this.
