The SM8550 SoC uses Synopsis eUSB2 PHY for USB 2.0.
Add a new driver for it.

The driver is based on a downstream implementation.

The SM8550 SoC uses Synopsis eUSB2 PHY for USB 2.0.
Add a new driver for it.

The driver is based on a downstream implementation.
