Validate that the following new ptrace requests work as expected

* PTRACE_GET_SYSCALL_USER_DISPATCH_CONFIG
  - returns the contents of task->syscall_dispatch if enabled

* PTRACE_SET_SYSCALL_USER_DISPATCH_CONFIG
  - sets the contents of task->syscall_dispatch
