When the vector extensions are available expose them to the guest
via device tree so that guest can use it. This includes extensions
Zvbb, Zvbc, Zvkb, Zvkg, Zvkned, Zvknha, Zvknhb, Zvksed, Zvksh,
and Zvkt.
