We found that we have SATA issues on multiple types of aarch64 servers when we try to boot 5.2.1-rc1.

We haven't narrowed it down to which patch caused the problem, but we started seeing the failures after commit b4c577f035071bd0a3523e186602d54fdcaf80ef went into stable-queue.
