For the IPv4-only case, there is a handy C based tool: iprange [1]

For your example: Allow:  Disallow:,

$ cat allow.ipset

$ cat disallow.ipset

$ iprange allow.ipset --exclude-next disallow.ipset

The output is optimized and sorted.
