Rename netfs_cache_resources as fscache_resources to make raw fscache
APIs more neutral independent on libnetfs.

This is a cleanup without logic change.

Rename netfs_cache_resources as fscache_resources to make raw fscache
APIs more neutral independent on libnetfs.

This is a cleanup without logic change.
