That looks quite strange. Could you try to list the handles with
tpm2_getcap handles-persistent and tpm2_getcap handles-transient
after evictcontrol command to see if it really worked.

I installed the 32-bit versions of my packages on a relevant system
and I'm able to read the public portion of a persisted primary object
with the ABRMD running. I remember having to force install my
packages on the first test system due to a dependency/version snarl I
inflicted upon myself. For the time being my problem is probably not
a problem and if it re-appears stands a good chance of being a build
system recipe problem instead of a code problem.

I checked the handles and it showed up as persistent and not as transient.
Then I deactivated the TABRMD and attempted access through the device TCTI
and it worked. I won't be able to do much more for until the end of the
month but it looks like the problem is in the resource manager.
