Yes, we will fallback to blk_mq_map_queues if there is lack of vectors.

Here is the qemu cmdline:
"-smp 8,sockets=1,cores=4,threads=2"
"-device virtio-blk-pci,drive=drive0,id=device0,num-queues=4,vectors=2"
