Even dump_on_oops eventually run by software, that means there is a possibility
to access system memory. I don’t assume only conditions where memory accesses
work. In abnormal cases, methods in kernel doesn't work and you just need to dump
memory in another software after resetting system with keeping data in system memory.
Dump_on_oops doesn't guarantee those situations.
