Update the function comments in lib/attr.c to use the \return notation,
which produces better man page output.

Figured since I had copied documentation comment style from these, I should
go ahead and fix them up as well. This fixes all of the function comments in
attr.c to use the \return and reduce some of the unnecessary verbosity.
