Start to use dal by default on Carrizo, Tonga, and Fiji ASICs.

v3 changes:
- rebase on Alex's latest drm-next-4.6-wip
- export some functions to share with DAL
- remove has_dal_support macro and move logic into amdgpu_device_has_dal_support
