[B.A.T.M.A.N.] [PATCHv2] batman-adv: remove unnecessary logspam

This patch removes unnecessary logspam which resulted from superfluous
calls to net_ratelimit(). With the supplied patch, net_ratelimit() is
called after the loglevel has been checked.
