I could submit a patch for not much effort which would do most of the 
top part of https://patchwork.freedesktop.org/series/38281/ - so without 
the per-client bits, and without queue depth and load averages. If that 
would be acceptable as a first step?

Yes. Anything that stops us from polling the registers directly in a
dangerous manner.
