This patch is based on RFC patch

Changes since RFC:
	- Updated settings so that TDLBA won't get reset when
	  CQE is enabled.
	- Removed new compatible string and moved to supports-cqe
	  dt flag to identify CQE support.
	- Incorporated review comments.
