Driver for the r8a7778's clocks that depend on the mode bits.

I think it would be best if I took this change through my tree,
as others in this series which are for my tree depend on it.

Ulrich, it looks like the patches that I haven't already picked up
are now ready module some patch splitting I have requested. Could
you find some time to repost the remaining patches so I can see
about picking them up?
