Hi,

while preparing a patch (cpumap handling in tools) I realized a strange
behavior of 'make tools':
python/xen/lowlevel/xc (and possibly other sub-directories) isn't made again
even if xc.c or relevant headers are changed. python/build must be removed to
force recompiling.

Is this a known issue?

No, it's not known, but it's quite plausible. There are definitely
aspects of the build system that need work.

Ian.
