Hi, here's the latest in my loooong series of patches. This one adds /proc/irq/io_apic so the status 
of IO-APICs can be examined at runtime. Essential for debugging these things. I wasn't sure 
whether or not to leave in the existing code in print_IO_APIC(). I've left it in there for the moment.

With this, I've found out why my wavelan card doesn't work: For some reason, the appropriate 
IRQ pin in the IO-APIC remains masked so there aren't any IRQs. Fix coming soon.

Anyone with device with IRQ problems might like to check if the Mask bit is set in their APIC.

This patch is for 2.5.75 still. I will port it to newer 2.4/2.5/2.6-pre kernels once I have my 
system working.
