commit: https://git.buildroot.net/buildroot/commit/?id=a52c925efe7a83208535a4f346cc66704cb46500
branch: https://git.buildroot.net/buildroot/commit/?id=refs/heads/master

According to the release notes "Compiler support for C++11 is now
required for building the ICU libraries.
GCC: version 4.8 and later has been tested."

Added corresponding dependencies and reverse dependencies.
