Mesa discussed this and decided to still use bugzilla, so you could supply
a reason with your account request (they disabled the gitlab account
request stuff). But we have sufficiently un-ambigious committer rules that
imo that's not necessary.

Looks like it is disabled by default, I can't find any button or link
to request access in https://gitlab.freedesktop.org/drm/igt-gpu-tools
