Right now powerpc provides an implementation to read elf files
with the kexec_file() syscall. Make that available as a public
kexec interface so it can be re-used on other architectures.

Right now powerpc provides an implementation to read elf files
with the kexec_file() syscall. Make that available as a public
kexec interface so it can be re-used on other architectures.
