The patch titled
     Subject: blktrace: make relay callbacks const
has been removed from the -mm tree.  Its filename was
     blktrace-make-relay-callbacks-const.patch

This patch was dropped because it was merged into mainline or a subsystem tree

Now that relay_open() accepts const callbacks, make relay callbacks
const.
