Now that support for SR-IOV is added in PCIe endpoint core, add support
to configure virtual functions in the Cadence PCIe EP driver.

Now that support for SR-IOV is added in PCIe endpoint core, add support
to configure virtual functions in the Cadence PCIe EP driver.
