When CRYPTO_LIB_POLY1305 is unset, CRYPTO_LIB_POLY1305_RSIZE is still
set in the Kconfig, cluttering things. Fix this by making
CRYPTO_LIB_POLY1305_RSIZE depend on CRYPTO_LIB_POLY1305.
