Now that KVM setup is handled directly in riscv_kvm_init(), tag functions
and data that are used/set only during init with __init/__ro_after_init.

and data that are used/set only during init with __init/__ro_after_init.

Now that KVM setup is handled directly in riscv_kvm_init(), tag functions
and data that are used/set only during init with __init/__ro_after_init.
