This patchset adds clock support for the Qualcomm SM8550 SoC,
It adds support for the new type of PLL, the TCSR clock controller
driver, support for configurable poll timeout, the RPMh clocks
and the bindings.

Depending on the platform, the poll timeout delay might be different,
so allow the platform specific drivers to specify their own values.

The SM8550 has a new fixed divider as child clock of CXO
called CXO_PAD, so add IDs for it.

The TCSR clock controller found on SM8550 provides refclks
for PCIE, USB and UFS. Add clock driver for it.

This patch is based on initial code downstream.

It's a timeout, why not just increase the timeout define? I don't think
we really care that some platforms have slower GDSCs, eventually they'll
toggle status.
