- 5 in main domain
- 1 in MCU domain
- 1 in wakeup domain

Changes since V1:
   - On attempting to bring up MCU M4F, we realized that MCU RTI is
     tightly coupled with M4F and this instance is meant to be
     operated by MCU M4F. So, mark it as reserved by default, there
     is no generic case where A53 benefits with MCU RTI.
