Tools/libs does not have a COPYING file, so it is GPL by default. Err, this is surely a mechanical question ? Ie, what licence are these files in already. I did git-grep -i -l copyright | xargs git-grep -L 'GNU Lesser General' in tools/libs and there were no hits. So I think the answer is indeed LGPL.
