Clean up the flow of per-rate txpower limit setting to get rid of
dulplicate work since it has already been handled by firmware, and set
proper max_power based on different channels and regdomains.

Clean up the flow of per-rate txpower limit setting to get rid of
dulplicate work since it has already been handled by firmware, and set
proper max_power based on different channels and regdomains.
