As a German resident (and native german speaker) I am glad I can tell
you this is not true. The "STOPP"-sign you see on www.saout.de actually
is part of a campaign _against_ governmental web page blocking efforts.
You can find the contents of saout.de when you scroll down :)

Actually that law has been "suspended" and is probably abolished anytime soon.
(Which however doesn't mean that everything's perfect with respect to
internet freedom here.)
