Right, it seems that the text was accidentally incorrectly reordered in
this commit:
<https://git.kernel.org/pub/scm/docs/man-pages/man-pages.git/commit/man7/sched.7?id=eaf4a2607b197cfb49cfbd958c0ec190ca821285>

That paragraph should be negated, as you pointed out, and the same "As a
consequence" but not negated should be added a few lines below.

Will fix it soon.
