Thanks Konstantin for pointing out this, it should be

                       (gso_ctx->gso_types & DEV_TX_OFFLOAD_VXLAN_TNL_TSO) &&
                       (gso_ctx->gso_types & DEV_TX_OFFLOAD_UDP_TSO)) {

I'll send out v3 with this correctness.
