With Xen 4.0.0-rc6-pre on Fedora 12, I see the following error when trying to start xend:
# python -V
Python 2.6.2
# xend start
ERROR Internal error: Could not obtain handle on privileged command interface (2 = No such file or directory)

This looks very similar to this existing, open bug:
http://bugzilla.xensource.com/bugzilla/show_bug.cgi?id=1436
It appears this bug was opened 2009-03-21 but the status still shows as 'NEW'. Does anyone have more info on this? Is there a workaround?

That was it, xenfs was not being mounted. I had to add the following line to /etc/fstab:
none /proc/xen xenfs defaults 0 0
