The idea of the bottom one is probably Ok, except that the use of object
flags needs to be rethought, or at least the helper needs to be moved to
builtin/tag.c to make it clear that it should not be used outside the
current usage context.

Hmm, I expected this to end up on maint. Is it worth cherry-picking
(it cleanly applies to maint)?

I was careless while updating the draft release notes.  The topic was
deliberately forked from a point that is old enough that the topic can
later be merged to older maintenance tracks.
