You have two "stage 2" steps (pg 1).  The second stage 2 is not reflected
in the overall milestone list (pg 4).  This is arguably the most
important set of capabilities and is missing from your design.

Also, the devil is in the details and this document lists precious few.

Dan and I have read through this, and it looks great thus far (I'm assuming that the 2nd 'stage 2' Gary called out is handled by the Build Management Module per §3.1).

I'm waiting for the new version of the wireframes following the User
Testing Findings to do a second take -
some things  there triggered some questions in my head.
