I understand, when the gpio event occurs, phospohr-gpio-monitor starts the target unit and exits.

So whenever gpio event occurs, is there any way to pass the gpio value from phospohr-gpio-monitor to other running applications like x86-power-control.

It will start systemd unit for a target application and you can define how that target application should behave. Passing a value to another application can be done by using dbus.
