To: netdev; +Cc: Kenneth Klette Jonassen, Yuchung Cheng, Eric Dumazet

Later patch passes two values set in tcp_sacktag_one() to
tcp_clean_rtx_queue(). Prepare passing them via struct tcp_sacktag_state.
