I am having an stunnel recipe for my distribution, but it would be nice to
share with the wider audience. Which layer should I submit it against?

There's a meta-networking layer in the meta-oe repository which is
probably a good place to start.

Yes, I would send the patch to the openembedded-devel list, with what
you think is a suitable sub-category.
Copy in Joe MacDonald (joe@deserted.net) as he's the maintainer and will
be best suited to helping decide where it should go.
