Hey, what about Dunfell? I'm not sure about it. Ubuntu 16.04 was still
supported when Dunfell was released. Would it make sense to say that we
don't support Ubuntu 16.04, at least in the Dunfell updates?

We still have an Ubuntu 16.04 worker (ubuntu1604-ty-1), so this is
tested regularly.

So I think we should keep 16.04 for now and revisit when that worker goes away.
