[review-request] suppress layer detail revision tooltip unless more to show 7312

Suppresses the layer-detail page tooltip for the revision field unless there is more of a string to show than is already enclosed by the parentheses.

Testing:
Create two layers, copies of some other oe-embedded layer
While creating a new project, click import a layer.
add one named test-layer2 with rev 1234567890abcd
one with rev 1234567890abcde test-layer3
Verify that tool-tip doesn't appear on test-layer2 but does appear on test-layer3
