It may be useful to document what replaced it and how to use it:

    export CFLAGS="-DARK_MIN_TX_PKTLEN=60"
    meson build

And as mention in reply to prev version, I think better to keep 'RTE_LIBRTE_',
as 'RTE_LIBRTE_ARK_MIN_TX_PKTLEN'
