while the ref manual, in the section on migrating to 3.0, briefly
mentions the introduction of INIT_MANAGER, the dev manual (section
3.24, "Selecting an Initialization Manager") makes no mention of that
new variable, and i'm not confident i understand enough of the
variations to write it up, so if anyone else wants to take a crack at
it, it seems like that's a fairly important concept to cover.
