Odd that the DDC code doesn't see the loss of clock on SCL (DDC Clock, pin 6)
or the change in state on HPD (Hot Plug Detect, pin 16) and simply abort the
I2C transfer until the interface is restored to a valid state.

Also seeing the following:

the background isn't set, and the bottom of the screen seems to have fragments
of OFF-screen backing store... which are ON-screen anyway.

It's not clear if this is related to the parse relocation error or is an
entirely different issue.

Every time '[drm:radeon_cs_ioctl] *ERROR* Failed to parse relocation -12!'
appears, the kernel drops some GPU rendering commands on the floor because it
runs out of some kind of memory (-12 == -ENOMEM). This could explain any kind
of visual corruption.

Which version of Mesa are you using?

You are seeing an out of system memory condition.  The driver is not able to
allocate enough memory to process the GPU's command buffer so the rendering
gets dropped which is why you are seeing corruption.

Ok, so is this bug in a game itself? I never experienced something like this on
Windows (except of crashed, which may indeed be Windows way to handle this)
even on more demanding games like Arma 3. I have 1024MB VRAM and I just tried
ETS2 with GALLIUM_HUD and it reported maximal requested VRAM to be 700MB. At
the beginning (requested VRAM was about 400MB) I even got some graphics
corruption but that it was all ok.

Note that other visually demanding games like Serious Sam 3, Killing Floor,
HL2, CS:S does not exhibit this behaviour under linux, at least I didn't
noticed graphical corruption and/or blinking textures so I didn't check dmesg
in these cases.

It's not really a bug per se, the system is just out of memory.  Note that this
is system memory that you've run out of (not vram).  The radeon kernel driver
allocates system memory (kmalloc) for some structures that are used for
processing the command buffers from the 3D driver.  When the kernel driver is
not able to allocate that memory, it just skips the GPU command buffer since it
can't process it.  That's why you see the corruption; certain GPU commands
never happened.  You'd probably need to track down further what processes are
using large amounts of memory to see why you are out.

I have the same symptoms when playing Borderlands 2 in Wine with Radeon HD
5850; in certain scenes I see flickering between proper frames and
half-rendered frames, accompanied by the same "*ERROR* Failed to parse
relocation -12!" messages in dmesg.

Running up-to-date Arch Linux 64-bit, kernel 3.12.5, mesa 10.0.1, xorg-server
1.14.5, wine 1.7.9. 

Any extra info I can provide?

I have 8GB of RAM; at the time of this occurring, only 3.4GB is shown as used
in htop (excluding cache); only 17MB of swap is used. My system is nowhere near
out of memory.

So there's definitely something else going on. Is it possible that it's making
unreasonably large allocation attempts? Out of low memory? Memory too
fragmented? Might it have something to do with the fact that the game process
is 32-bit and runs out of address space?
